Scoring Guidelines
TOEFL Primary Step 1 is scored locally by ETS Preferred Network
offices, ensuring a quick turnaround for score reporting.
Scores for the Step 1 Reading and Listening tests are determined by the
number of questions a student answers correctly; there is no penalty
for incorrect answers. The number of correct answers in each section is
converted into a "1–4 star" rating and a scale score ranging from 101 to
109.
Each score is accompanied by a description of the associated
proficiency level and recommendations for the next steps in learning.
These descriptions and recommendations reflect the typical
performance of students within that score range but may not apply to
every individual student.
The proficiency associated with each score level encompasses the skills
demonstrated at lower score levels.

TOEFL Primary Reading and Listening Score Reports" (PDF).
This document includes a reference table detailing proficiency
descriptions, star levels, scale scores, Common European Framework of
Reference for Languages (CEFR) levels, and corresponding
MetaMetrics® Lexile® reading measures.
